STEWARDS REPORT

TOOWOOMBA TURF CLUB

TOOWOOMBA - FRIDAY 28 MARCH 2025

WEATHER – Showers TRACK RATING – Heavy 8; Heavy 9 following Race 1; Heavy 10 following Race 6 RAIL – True

OFFICIALS

Chairman of Stewards – C. Warren
Stewards – J. Adams, J. Childs, E. Tickner, E. Scott, T. Preston & D. MacDonald

GENERAL

Due to the inclement weather all race times were brought forward one time slot as follows:

Race 1- 12:57pm
Race 2- 1:34pm
Race 3- 2:12pm
Race 4- 2:50pm
Race 5- 3:28pm
Race 6- 4:03pm
Race 7- 4:42pm
Race 8- 5:22pm

Stewards inquired into the reasons necessitating the scratching of MISHANI SNIPER on a veterinary certificate at 6:49am. After taking evidence from Trainer D. Stanbridge, it was ascertained that when the stable had become aware that the gelding had been inadvertently treated with a medication that contained a prohibited substance, namely PHENYLBUTAZONE, Ms Standbridge had advised Stewards and subsequently scratched the gelding from the meeting. Stewards issued Ms Stanbridge with a charge under the provisions of AR227(a), in that she was negligent in overseeing the administration of a medication which resulted in the MISHANI SNIPER inadvertently being administered a prohibited substance on Thursday, 27 March 2025, prior to its engagement in Race 7 at Toowoomba on Friday, 28 March 2025. Ms Stanbridge pleaded guilty to the charge. In determining penalty Stewards considered the following:

• Guilty plea
• Good record and forthright evidence
• The objective seriousness of the breach
• That Ms Stanbridge had self-reported the breach
• Detrimental impact on integrity and image of the industry
• Specific and general deterrence principles
• Relevant Penalty Precedent

Stewards were also of the view that the demonstrated standard of stable practices fell well below the expected level. Consequently, Stewards recorded the breach but imposed no penalty against Ms Stanbridge, in a reflection of the need to encourage industry participants to self-report such occurrences.
